I thought this was a pretty good article on culture. Personally, I agree with defining reality first - the author proposes focusing on the things employees can "get away with." The idea is that a company's culture is not defined by what's written on paper, but by what's actually tolerated and rewarded. “…[T]ake an even harder look at the behaviors and values you allow. Because the things you encourage may frame your culture, but the things you let people get away with truly define your culture.” I totally agree.
